Director, Institutional Research & Program Development
Reporting to the Deputy Provost, the Director of Institutional Research and Program Development (IRPD) provides oversight and leadership to a broad range of institutional research functions supporting strategic planning and evidence-based decision-making. Critical to the role is the ability to transform data into value-added information for dissemination to Executives, divisional units, governmental agencies, the community, and other stakeholders using appropriate reporting tools, business intelligence platforms and advanced analytics.
The Director is responsible for developing and implementing data collection and reporting frameworks, project plans, methodologies, procedures, and primary research tools to evaluate strategic outcomes from benchmarks and key performance indicators objectively, assess student and labour market demand, identify program development opportunities, complete cyclical program reviews, and meet external accountability requirements. Handling multiple projects within a fast-paced environment the successful candidate is open to rapid and constant challenge and change.
Responsibilities:
- Strategic Planning and Decision Support
- Lead the effective use and management of institutional research and analytic data
- Direct the formulation of services, reporting and planning solutions to align with institutional and divisional strategic priorities.
- Support evidence-based decision-making at all levels through the design and implementation of data collection, reporting frameworks and self-service dashboards aligned with the priorities of the Provost and Vice-President Academic, CUE’s Academic Plan and Research and Innovation Strategic Plan.
- Manage the institutional research website and Data Central Project using Alfresco ensuring institutional research data are updated.
- Design and implement advanced data analytical projects that support performance metric modelling, enrolment projections, program economics, or other predictive models as required;
- Quality Assurance
- Provide collaborative leadership in the university's continuous quality improvement activities
- Develop and maintain an effective data collection and reporting framework supporting academic program review, program development planning, and assessment of administrative units
- Develop, update and implement institutional policies, procedures and templates related to cyclical program reviews, approval of new academic programs, annual departmental reviews, and administrative unit reviews
- Establish key performance metrics aligned with assessment processes; ensure timely and accurate cyclical reports of key performance metrics to stakeholders.
- Act as a liaison between Concordia and Campus Alberta Quality Council (CAQC)
- Point of access to the government PAPRS system
- Accountability Reporting
- Oversee the data collection, analysis, and distribution of all government-mandated institutional surveys in coordination with Advanced Education and Alberta post-secondary institutions
- Oversee the completion and submission of the annual report in collaboration with Communications and Marketing, monitoring reports, and other regulatory reports as determined by CAQC and Advanced Education
- Oversee and provide practical support for investigating, analyzing, planning and reporting to meet external accountability requirements, including enrollment management, student outcomes and institutional accountability requirements
- Represent CUE on external data requests, including survey design and analysis, from provincial and national agencies and organizations
- Act as a point of contact for statistical information required by other provincial and federal bodies.
- Data Stewardship and Governance
- Facilitate and serve on data governance committees to support establishing data standards, definitions, roles, and dissemination rules of academic data assets at CUE
- Act as the data steward for all institution-wide surveys and labour market information
- Responsible for aligning the collection and dissemination of key performance metrics and departmental-governed reports with data definitions and dissemination rules established by the Data Governance Committee
- Administration and Supervision
- Directs and supports IRPD staff in meeting departmental objectives and targets
- Administer, monitor, and prepare the IRPD cost-centre budget
Requirements:
- A PhD degree in social sciences or a related field. A combination of education and experience that provides the required skills and abilities will be considered.
- A minimum of five years of experience
- Post-Secondary experience is considered an asset.
- Experience in strategic planning, change management, business process improvement and continuous quality improvement is critical to this role.
- Expertise in statistical programs, including SPSS, R and Python, and data reporting and visualization tools like Power BI, Tableau, or Google Data Studio.
- Satisfactory Criminal Records Check results
